 L&A Announces Changes in Management Structure To Support Continued Growth

Longenecker & Associates, Inc., an international management consulting firm announced today a restructuring of the company management to better support current operations and to support future growth.

 

Highlights of the organizational changes include:

 

1.     Warren Bergholz was named Sr. Vice President of Business and Contracts.  In this position Warren will assume day to day operational responsibilities in the areas of business and contracts in addition to his duties on existing projects. 

2.     Ronald Stevens was named Sr. Vice President for Operations.  In this new position, Ron will take on day to day responsibility for overall company project and technical operations, in addition to his management of the company’s Yucca Mountain projects in Las Vegas, NV.

3.     Keith Klein was named as Vice President for Northwest Operations in which he will be responsible for all L&A projects and contracts in the region.

4.     Robert Shepard was named as Vice President for Commercial Nuclear Projects where his focus will be on expanding L&A’s commercial nuclear portfolio in fuel cycle and reactor projects.

5.     Ronald Milner was named as Vice President for Nuclear Waste Programs.  In this capacity, Mr. Milner will focus on expanding L&A’s business base in all aspects of nuclear high level waste management, interim storage and transportation.

Bruce Matthews Joins L&A Team
March 24, 2008


Longenecker & Associates, Inc., an international management consulting firm announced today that Dr. Robert (Bruce) Matthews has joined the team as a Senior Executive Associate effective March 24, 2008.

 

Dr. Matthews has more than thirty-five years of scientific and engineering experience in nuclear technologies with a primary focus on nuclear materials, nuclear reactor fuels, nuclear facility operations, and nuclear safety. Dr. Matthews has worked at national laboratories as a scientist, line manager, and project leader and has been involved in Department of Energy programs in stockpile stewardship, plutonium technologies, nuclear materials disposition, environmental management, and space and terrestrial nuclear power systems. He has direct experience in nuclear facilities management including operations, construction, regulatory compliance, integrated safety management, and safeguards and security.  Dr. Matthews is the author or co-author of over eighty journal publications, conference proceedings and technical reports. He initiated the international Plutonium Futures Conference and is a Fellow of the American Nuclear Society.
 

From April 2002 to December 2005, Dr. Matthews was a Member of the Defense Nuclear Facilities Safety Board.  The Board provides independent oversight of the Department of Energy’s nuclear weapons, materials, and environmental management activities.  In addition to his oversight responsibilities, Dr. Matthews focused on safety management of high-hazard nuclear facilities and implementation of Integrated Safety Management.
 

From 1980 to 1993, Dr. Matthews was a research scientist and line manager responsible for research, development, fabrication, irradiation testing, and post irradiation examination of advanced reactor fuels for space and terrestrial nuclear reactor fuels programs. In 1993 Matthews became the Division Director for Nuclear Materials Technology.  He had overall responsibility for the TA-55 Plutonium Facility and the Chemistry Metallurgy Research Building. That position had two major aspects: (1) Managing nuclear facilities infrastructure including nuclear facility construction projects, facilities operations, nuclear materials control and accountability, waste management, environmental compliance, industrial and radiation safety, training, quality assurance, and safeguards and security.  (2) Managing technical and programmatic nuclear materials activities for DOE missions in stockpile stewardship, materials disposition, environmental stewardship, and nuclear energy.
 

From 1978-1980, Dr. Matthews was a Research scientist at PNNL, responsible for development of (U, Th) 02 proliferation resistant fuels for advanced reactors.
 

Dr. Matthews holds a Ph.D. in Materials Science from the University of Wales, Swansea, Glamorgan, UK. ; an MS in Materials Science, from the University of Denver, Denver, Colorado.; and a BS in Metallurgy from the Pennsylvania State University, University Park, Pennsylvania.

L&A Awards Scholarship at WM 2008 Symposium
March 10, 2008


Longenecker & Associates, Inc., an international management consulting firm awarded a scholarship to Brent Searle Matteson of Oregon State University on February 25, 2008, at the Waste Management 2008 Symposium in Phoenix, AZ.

 

Mr. Matteson received his Bachelor of Arts degree at the Hamilton College, majoring in Chemical Physics.  He is currently a Ph. D Candidate at the University of Oregon and his major field of study is Radiochemistry and Waste Management.  Mr. Matteson was student in the Nuclear and Radiochemistry Summer School program at Brookhaven National Laboratory.  Since 2005, Mr. Matteson has been part of the Laboratory of Transuranic Elements in the University of Oregon Chemistry Department.  The goal of his research is to better define the behavior of neptunium and other actinides under selected separation process conditions used in spent nuclear fuel reprocessing.  He has received numerous awards and honors, along with a Department of Energy Civilian Radioactive Waste Management Fellowship in 2005, 2006, and 2007.

Dr. Edgar Berkey Joins L&A Team
March 7, 2008


Longenecker & Associates, Inc., an international management consulting firm announced today that Edgar Berkey, PhD has joined the team as a Senior Executive Associate effective March 1, 2008.

Dr. Berkey has 40 years experience with nuclear technology, environmental technology, project management, science, strategy, and policy issues associated with DOE Headquarters, numerous Weapons Complex sites, and national laboratories.    

In prior assignments, Dr. Berkey served as Vice President, R&D, and Chief Quality Officer with Concurrent Technologies Corporation (CTC), in Johnstown, PA, where he directed dynamic growth (>20% annually) of energy and environmental business sector to over $60 million per year. 
 

Dr. Berkey was co-founder and President of two innovative non-profit organizations devoted to environmental technology development, education, training, and technology transfer.  In this role, Dr. Berkey contributed to the Exxon Valdez spill clean-up, hazardous waste incinerator permitting, pollution prevention education, hazardous waste cleanup training, and new technologies.

 

Dr. Berkey holds a Ph.D., in Engineering Physics (Major: Nuclear Science; Minors: Astrophysics, Physical Chemistry), from Cornell University (Sigma Xi); and a B.S. in Chemical Engineering from Stanford University, and was a member of Phi Beta Kappa; Tau Beta Pi; Phi Lambda Upsilon).  Dr. Berkey participated in the Executive MBA Program at the University of Pittsburgh

Dr. William J. Madia Named To Longenecker & Associates, Inc. Board
February 21, 2008


Longenecker & Associates, Inc., an international management consulting firm announced today that Dr. William J. Madia has been named to the company’s strategic advisory board.

 

Since 1975, Dr. Madia has been a world leader in research and research management. His experience spans the full technology development process — from basic research and development to deployment and commercialization of new products.  Dr. Madia is currently responsible for the governance and oversight of the DOE’s Stanford Linear Accelerator Center at Stanford University where he chairs its Board of Overseers. 

 

Previously, Dr. Madia was the Executive Vice President for Laboratory Operations at Battelle, responsible for the management and operations of 6 DOE National Laboratories and one Homeland Security National Laboratory. During his 33-year tenure at Battelle, Dr. Madia was Laboratory Director of the Oak Ridge National Laboratory (ORNL), serving also as CEO of the laboratory contractor, UT-Battelle, LLC.  In addition to completion of the $1.4 Spallation Neutron Source project, the agenda for ORNL’s 3,800 employees was built around rebuilding the laboratory’s scientific programs as well as the laboratory’s research and support infrastructure.

 

Prior to Oak Ridge, Dr. Madia was Laboratory Director of DOE’s Pacific Northwest National Laboratory (PNNL) in Richland, Washington. During his tenure, Dr. Madia focused PNNL’s mission on environmental science and technology, enhanced the laboratory’s productivity, and modernized its administrative systems.

 

Before leading the national laboratories at Richland and Oak Ridge, Dr. Madia managed Battelle’s $800 million per year global environmental business. Earlier, as President of Battelle Technology International, Dr. Madia led Battelle’s research, development, and applications efforts involving more than 4,100 staff at major facilities in Columbus, Ohio; Frankfurt, Germany; and Geneva, Switzerland. Dr. Madia also served as Laboratory Director of Battelle’s Columbus Laboratories, managing a staff of 3,200.

 

Prior to these assignments, Dr. Madia was VP and General Manager of Battelle’s Project Management Division, where he managed Battelle’s systems engineering business.

 

Dr. Madia has been nominated for the National Medal of Technology.   He received DOE’s Gold Award as well as its Meritorious Service Award.  Dr. Madia was named “Laboratory Director of the Year” in 1999 by the Federal Laboratory Consortium. He received the Warren Medal from the U.S. Government, the Sigma Xi Research Award in Chemistry and the U.S. Army’s Commendation Medal for nuclear engineering education.

Troy E. Wade II Named To Longenecker & Associates, Inc. Board
January 15, 2008


Longenecker & Associates, Inc., an international management consulting firm announced today that Troy E. Wade II has been named to the company’s strategic advisory board.

 

Mr. Wade is a senior management consultant in the areas of national defense, security and energy.  Mr. Wade retired from the U.S. Department of Energy in 1989 after 31 years with the nation's nuclear programs. His three-plus decades with the program included service in Washington, D.C. as well as a term as deputy manager of the Nevada Operations Office-the Las Vegas headquarters for NTS activities.

On August 30, 2007,  Longenecker & Associates, Inc. was selected by the US Department of Energy, Idaho Operations Office (DOE-ID) to provide consulting and facilitation services for advanced nuclear research for the Office of Advanced Nuclear Research (DOE-NE) and DOE-ID.

Keith Klein Joins L&A Team

August 21, 2007

 

Longenecker & Associates, Inc., an international management consulting firm announced today that Keith Klein has joined the team as a Senior Associate effective August 1, 2007.

 

Mr. Klein has more than 35 years experience in the field of energy, with multi-faceted experience in managing programs in the Department of Energy at Headquarters and in the field.  Mr. Klein’s experience includes serving as Manager, Richland Operations Office where he created and implemented a vision for cleaning up a 50 year legacy of plutonium production at the 586 square mile Hanford Site, the nation’s most contaminated nuclear waste site. 

 

In prior field assignments with DOE, Mr. Klein served as Acting Manager, Carlsbad Area Office, and as Deputy Manager, Rocky Flats Field Office.

 

From 1973-1992, Mr. Klein held a number of management positions at DOE headquarters including Executive Officer (Chief of Staff), Environmental Management;

Associate Deputy Assistant Secretary for Oversight and Self-Assessment, Environmental Management; Director, Office of Safety and Quality, New Production Reactors; Deputy Associate Director for Systems Integration and Regulation, Office of Civilian Radioactive Waste Management; Director, Division of LWR Fuel Cycle Projects, Office of Nuclear Energy; Staff to Under Secretary of Energy; Project Engineer, Geologic Exploration Branch, Nuclear Waste Management; and Reactor Engineer, Liquid Metal Fast Breeder Reactor Programs.  Mr. Klein was a member of the prestigious AEC Intern program with a field engineering assignment on the Fast Flux Test Facility Project construction.

 

Mr. Klein is very active in the Richland, WA community and is a member of the boards of the United Way, Junior Achievement, Mid-Columbia Reading Foundation, Hanford Reach Interpretive Center, and the Tri-City Economic Development Council.

 

Mr. Klein is a native of Morgantown, West Virginia, and is married to Linda P. Klein with two children, Jessica (18) and Michael (14).

L. Joseph Callan Named To Longenecker & Associates, Inc. Board
July 30, 2007

Longenecker & Associates, Inc., an international management consulting firm announced today that L. Joseph Callan has been named to the company’s strategic advisory board.

 Mr. Callan is a senior nuclear safety consultant, and is currently a member of the Advisory Council for the Institute of Nuclear Power Operations.   Mr. Callan is also a member of Nuclear Safety Review Boards for several commercial nuclear power plants, serves as Chairman of the Nuclear Committee of the Board of Directors for New England Power (the non-operating owner of four nuclear power stations, and is member of the Senior Safety Review Board for CH2MHill Hanford Group. 

 From 1979-1998, Mr. Callan held a range of senior management positions in the Nuclear Regulatory Commission (NRC).  From 1997-1998, Mr. Callan served as NRC’s Executive Director for Operations, reporting directly to the Chairman, in which he was responsible for implementing the Commission’s policy decisions and for formulating policy recommendations for Commission consideration.  Mr. Callan provided executive direction and safety leadership for the NRC’s 2,700 personnel, involving all aspects of NRC’s jurisdiction.  Mr. Callan’s major accomplishment was involvement in substantially revising the NRC’s oversight of nuclear power plants, making the process much more objective and risk-informed. 

                             From 1994-1997, Mr. Callan served as Regional Administer of NRC Region V in Arlington, TX.  As the region’s senior executive, Mr. Callan directed and led implementation of NRC’s safety and regulatory oversight program for nuclear power plants, industrial and medical uses of nuclear material, academic and research uses of nuclear material, uranium mining and fuel cycle activities, and decommissioning activities in NRC’s Region IV, an area covering 26 states.

In other NRC management positions, Mr. Callan served as Division Director, NRC Region IV, Arlington, TX , from 1987 – 1993; as Section Chief, NRC Office of Inspection and Enforcement, Washington, DC, from 1984 – 1987; and as Resident Inspector, Arkansas Nuclear One, Russellville, AK, from      1979 – 1984.

Mr. Callan served in the US Naval Reserve from 1979-1991, and retired as Captain, USNR.  Mr. Callan served on active duty in the US Navy from 1969-1979, and he served on two submarines as division officer and department head. 

Mr. Callan holds a BS degree from the US Naval Academy (1970), is a graduate of US Naval Nuclear Power School (1971), and did graduate study in Nuclear Engineering at NC State under an AEC fellowship.

Dr. Anthony E. Hechanova Named To Longenecker & Associates, Inc. Board

Longenecker & Associates, Inc., an international management consulting firm announced today that Dr. Anthony E. Hechanova has been named to the company’s strategic advisory board.

 

Dr. Hechanova is the Director of the Nuclear Science and Technology Division, and Director of the Transmutation Research Program at University of Nevada, Las Vegas, Harry Reid Center for Environmental Studies.

Dr. Hechanova also serves as an Associate Research Professor at UNLV and is a member of the non-teaching faculty of the Health Physics Department and the Mechanical Engineering Department.

Prior to joining UNLV in 1995, Dr. Hechanova served at the Massachusetts Institute of Technology as a Research Assistant in the Department of Nuclear Engineering and Plasma Fusion Center.

Dr. Hechanova has also participated in an exchange program with the French Atomic Energy Commission, Center for Nuclear Research in Grenoble, France, where he performed research in heat transfer modeling of saturated steam condensing on a subcooled liquid for use in high pressure safety injection experiments.

Dr. Hechanova holds M.S. and PhD degrees in Nuclear Engineering from the Massachusetts Institute of Technology; and B.S. and M.S. degrees in Mechanical Engineering from the University of California-Davis

 

Dr. Hechanova is an active member of the American Nuclear Society, the American Society of Mechanical Engineers, and the Health Physics Society. 

 

He also serves on a number of professional advisory committees including the Nuclear Waste and Environmental Advisory Board for Nye County, Nevada;

Dr. Milton D. Johnson Named Vice President of Longenecker & Associates, Inc.

Longenecker & Associates, Inc., an international management consulting firm announced today that Dr. Milton D. Johnson was named Vice President for Science and Technology programs effective May 7, 2007.  In this role, Dr. Johnson will focus on solving problems for clients in a range of science and technology projects and programs.   

 

Dr. Johnson joined Longenecker & Associates, Inc. in March 2005 as a Senior Consultant, and has supported independent reviews of technologies and projects, including the Yucca Mountain Project and the Demonstration Bulk Vitrification System.   

 

Dr. Johnson has over 30 years experience in the energy sector including serving as the Chief Operating Officer for DOE’s Office of Science.

 

Dr. Johnson received his B.S. and M.S. degrees in electrical engineering from the University of Arizona (1962 and 1966, respectively), and a Ph.D. from Cornell University in 1975. His field of research was experimental plasma physics.

Eugene Schmitt To Join L&A Team

April 23, 2007

 

Longenecker & Associates, Inc., an international management consulting firm announced today that Eugene Schmitt has joined the team as a Senior Associate effective April 20, 2007.

Mr. Schmitt has more than 38 years experience in energy programs and projects with multi-faceted experience in managing programs in the Department of Energy at Headquarters and in the field.  Mr. Schmitt has strong management qualifications in strategic planning, financial systems, contracting and project management.

Mr. Schmitt’s experience includes serving as Deputy Assistant Secretary of DOE for Environmental Management from 1997-2002, and again from 2004-2005.  In these roles Mr. Schmitt’s responsibilities included strategic planning, developing a $7 billion annual budget, waste management and nuclear materials activities, technology development programs, environmental impact assessments, project management and stakeholder relations.

During the period 2002-2003, Mr. Schmitt served as the DOE Manager of the Rocky Flats Field Office and was responsible for all aspects of the $6 billion cleanup project.  Mr. Schmitt managed the contract conducting the cleanup, successfully negotiated changes to the regulatory agreement with the State of Colorado and Environmental Protection Agency that resulted in changes to the end state condition of the site, managed the reduction in site employment, and successfully met the concerns of the local governments and citizens of Colorado.

In other DOE key management roles, Mr. Schmitt was responsible for program integration, and the budget and policy functions for the nuclear materials and waste management portions of the EM program. 

From 1979-1993, Mr. Schmitt was a key manager for DOE’s Uranium Enrichment Program.  In this capacity, Mr. Schmitt was responsible for the business activities for the annual $2 billion uranium enrichment program in the Department of Energy.

Elected to Board of Waste Management Symposia

John R. Longenecker, President of Longenecker & Associates, Inc., an international management consulting firm, has been elected to the board of the WM Symposia, Inc.

Michael Sellman Named To Longenecker & Associates, Inc. Board

Longenecker & Associates, Inc., an international management consulting firm announced today that Michael Sellman has been named to the company’s strategic advisory board, effective January 2007.

Mr. Selman is President and Chief Executive Officer of the Nuclear Management Company (NMC).  NMC was formed in February 1999 by Wisconsin Electric Power Company, Northern States Power, Wisconsin Public Service and Alliant Energy.

In addition to his work at NMC, Mr. Sellman serves on boards of the Institute of Nuclear Power Operations and the Nuclear Energy Institute, as well as on the Nuclear Energy Research Advisory Committee.

Mr. Sellman joined Wisconsin Electric as senior vice president, Nuclear Power Business Unit, and chief nuclear officer in 1998.  He previously was vice president of Operations of Entergy Nuclear, Inc. and served as president of Maine Yankee Atomic Power Co.  Entergy Operations, Inc. in 1993 hired him as general manager, Arkansas Nuclear One.  Later that year, he was named general manager, River Bend Nuclear Plant, and in 1996 he became vice president of the Waterford Nuclear Plant.

Prior to joining Entergy, Mr. Sellman held various positions with Northern States Power Co. between 1974 and 1993.  From 1969 to 1974, he served in the U.S. Navy in the Division of Naval Reactors after being qualified in submarines in 1968.

Mr. Sellman earned a Certificate of Completion from the Bettis Reactor Engineering School, Westinghouse Bettis Atomic Power Laboratory in 1970, and in 1976 he received his Senior Reactor Operator’s License.

Mr. Sellman also received a Bachelor of Science degree in physics with high distinction from the University of Minnesota in 1969.  In 1973, he received a master of science in nuclear engineering from Catholic University and in 1987 he earned a certificate of completion from the Kellogg School of Business, Northwestern University.

On April 10, 2006, John R. Longenecker, President of Longenecker & Associates, Inc., an international management consulting firm, was named an Outstanding Alumnus by the Pennsylvania State University College of Engineering. Ronald A. Milner to Join L&A Team

Longenecker & Associates, Inc., an international management consulting firm announced today that Ronald A. Milner has joined the team as a Senior Associate effective April 3, 2006.
Mr. Milner has more than 39 years experience in energy programs and projects with particular skills in the management of large, complex technical programs and projects. Mr. Milner is well versed in Federal program and project management requirements, the Federal budget process, and personnel and procurement systems.

Mr. Milner recently completed a very prestigious career with the Department of Energy where he served for ten years as the Chief Operating Officer of DOE’s Office of Civilian Radioactive Waste Management (OCRWM) in Washington, DC. During this period, Mr. Milner also served twice as acting Deputy Director of OCRWM for a total of four years.

OCRWM is responsible for developing a geologic repository system for the disposal of commercial and defense origin spent nuclear fuel and high-level radioactive waste, together with the necessary transportation and storage systems. As Chief Operating Officer, Mr. Milner was responsible for establishing policy, identifying and resolving operational issues, and for overall management of the Program. The estimated life-cycle cost of the OCRWM program is in excess of $60 billion with a yearly operating budget of approximately $600 million. OCRWM also manages the investment of funds excess to immediate needs.

From 1984 to 1996, Mr. Milner served in various other positions in OCRWM including Branch Chief, Division Director, and Office Director. During this time frame, Mr. Milner managed most of the organizational units of the OCRWM, including the Monitored Retrievable Storage, Systems Engineering, Transportation, and Budget and Finance.

From 1979-1984, Mr. Milner served as Branch Chief in DOE’s Office of Conservation and Renewable Energy in Washington, DC. In this position, Mr. Milner managed the technical/engineering aspects of a Federal grants program to improve the energy efficiency of public, not-for-profit buildings.

From 1977-1979, Mr. Milner served as a Project Manager of the Strategic Petroleum Reserve Program in DOE. In this position, Mr. Milner was manager of the Bryan Mound site during the interim-fill construction phase of the project. The site is an underground crude oil storage facility, in a domed salt medium, on the Texas Gulf coast.

From 1975-1977, Mr. Milner served in the US Naval Facilities Engineering Command. As Resident Engineer in charge of construction in Minneapolis, MN, Mr. Milner managed a field office of the Naval Facilities Engineering Command. In this capacity, Mr. Milner held a Contracting Officer’s warrant.

(L&A) announced today that the company was part of a team that has been awarded a contract to provide design services to support the Idaho National Laboratory’s Reactor Technology Complex.  INL is owned by the U.S. Department of Energy and is operated by Battelle Energy Alliance (BEA).

Ann Hansen Named Vice President of Longenecker & Associates, Inc.

Stephen D. Mournighan Named Vice President of Longenecker & Associates, Inc.

Longenecker & Associates, Inc., an international management consulting firm with offices in Henderson, NV, Del Mar, CA and Los Alamos, NM announced today that Stephen D. Mournighan has been named Vice President for Contracts and Acquisition Strategy.

Denise M. Brooks Addresses International System Safety Society Conference in San Diego, CA

On August 22 and August 24, Denise M. Brooks of Longenecker and Associates, Inc. (L&A) addressed the International System Safety Society Conference in San Diego, CA. This forum is attended by several hundred participants from government, industry and academia.

On August 22, Ms. Brooks presented a paper entitled “Risk Communication and Leadership". She discussed the role of leadership, preparedness, risk communication, and crisis management. A new prison, a munitions incinerator, a nuclear power plant, the possibility of biological and chemical terrorism, the spread of an unfamiliar and frightening disease, environmental impact of a new factory, a group home for sex offenders, pending threat of an earthquake or hurricane, all are bonded by a common element and that is public perceptions. Their fear may be justified, their fear may be unwarranted, but if the community is not engaged, then how will the facts be made known? The community, that is, the stakeholders, must be involved when risk is communicated. Leaders play an important role in organizations and in the communities in which those organizations operate. This is particularly true in times of crisis when leaders are charged with clearly communicating the issues, calming fears, and insuring followers understand their roles and responsibilities. Among other responsibilities, it is the role of the leader through the tutelage of the safety professional to facilitate community involvement, to be nonbiased and diligent in their presentation of facts relative to risk, and to aid in the mitigation of fear and to increase preparedness in the eventuality of the worst possible outcomes. In contemporary organizations, while there is typically one designated by title of some sort, as the leader, many organizations or companies have sustained momentum such that they can lumber along fairly well without a great deal of leadership influence or at least for a time. Crisis and the need for risk communication changes the status quo dramatically as perhaps a figurehead has to step to the bat and take charge as never before. The exploration of leadership characteristics and the role of the system safety professional may delineate in some fashion those leaders or those people with certain characteristics that can lead during times of crisis or planned risk. The discussion researched those elements that can best support risk communications and the role that the system safety professional can play in crisis management and avoidance.

On August 24, Ms. Brooks presented a paper entitled “Role of Human Factors and System Safety". Ms. Brooks discussed what happens when technology goes wrong. Three Mile Island, Chernobyl, space shuttles Challenger and Columbia, numerous airplane crashes, and other notable and newsworthy as well as many more incidents that are not reported on the news, have all been attributed to human error. Millions of dollars in fines are levied against industry under the General Duty clause for ergonomic violations, all avoidable. These incidents and situations indicate a lack of consideration for the humans in the system during the design phase. As a consequence, all of these organizations had to retrofit, had to redesign and had to pay countless dollars for medical costs, Worker's Compensation, OSHA fines and in some instances had irrecoverable damage to their public image. Human factors, otherwise known as engineering psychology or ergonomics, found its origins in loss, loss of life, loss of confidence, loss of technology, loss of property. Without loss, there would be no need for human factors. No one really "attends" to discomfort...neither are errors attended to that have little consequence. Often it is ultimately the compilation and cumulative effects of these smaller and often ignored occurrences that lead to the bigger and more tragic incidents that make the evening news. When an incident or accident occurs, they are frequently attributed to accomplished, credible, experienced people. In reality however, the crisis was inevitable when a series of events happen such that a human is caught in the whirlwind of accident sequence. The world as known is becoming smaller and more complex. Highly technical societies have been hard at work for several centuries rebuilding the world out of cold steel that is very far removed from ancient instincts and traditions and is becoming more remote to human users. The growth of technology is more than exponential, and is virtually beyond comprehension for many people. Humans, feeling comfortable with the familiar, fulfill their propensity to implement new technology with old methods. But that which is familiar allows for complacency. Thus, a recipe for disaster is created. The discussion focused on the imperative to accommodate humans, enhance their reliability, and reduce the likelihood of incidents attributed to human error.

Both papers were based on Ms. Brooks 25 years of experience in the field and her recent projects at the Hanford site.

Ms. Brooks also serves as the President, of the Lower Columbia Basin Chapter of American Society of Safety Engineers. Ms. Brooks is a PhD candidate in Industrial and Organizational Psychology. She is completing her dissertation research relative to Psychosocial Factors Impacting the Safety and Health of the Aging Workforce.

Milton D. Johnson to Join L&A Team

Longenecker & Associates, Inc., an international management consulting firm announced today that Milton D. Johnson has joined the team as a Senior Associate effective March 10, 2005.

Dr. Johnson has more than 30 years management experience with unique strengths in management of scientific programs, contract management, independent assessment, business process enhancements, and organizational development.

Dr. Johnson recently completed a very prestigious career with the US Department of Energy where he served as Chief Operating Officer, COO of the Department’s Office of Science (SC).

In this position, Dr. Johnson was responsible for the day-to-day management operations of an organization with over 1000 Federal employees and the third largest Federal sponsor of basic research in the United States and is viewed as one of the premier science organizations in the world. The FY 2004 Office of Science annual budget exceeded $3.5 billion for programs in high energy and nuclear physics, basic energy sciences, magnetic fusion energy, biological and environmental research, and computational science. The Office of Science, formerly the Office of Energy Research, also provides management oversight of the 10 DOE non-weapons laboratories, the Chicago and Oak Ridge Operations Offices.

Prior to becoming the COO, Dr Johnson served extensively in both HQ and Field organizations with staff and line responsibilities including the Acting Principal Deputy Director in the Office of Science (SC).

Dr. Johnson joined the Office of Fusion Energy, Office of Energy Research, in 1975 as a program manager. He left Washington in 1980 to become Chief of the Engineering Branch at the DOE Princeton Area Office (PAO). He served as Manager of the PAO from 1987 until 1996. His responsibilities included operational and contractual oversight of the Princeton Plasma Physics Laboratory and the construction and operation of the United State’s largest fusion device, the Tokomak Fusion Test Reactor. Dr. Johnson returned to DOE headquarters in July 1996 as the Deputy Associate Director of the Office of Fusion Energy Sciences.

In August 1997, Dr. Johnson became the Associate Director of the newly created SC Office of Laboratory Operations and Environment, Safety, and Health. In this position, Dr. Johnson's provided leadership and corporate focus within SC for operations-related activities including construction and infrastructure management, integrated safety management, environmental management, and security.

Dr. Johnson has also served as the Acting Assistant Manager for Laboratory Operations in the Chicago Operations Office and was the Source Selection Official for the management contract that went into effect in April 2000 at the Oak Ridge National Laboratory.

Before joining DOE, Dr. Johnson was employed as an engineer in the electronics industry, at universities, and at the Lawrence Livermore National Laboratory. His research interests included laser diagnostics and wave propagation in the ionosphere.

Dr. Johnson received his B.S. and M.S. degrees in electrical engineering from the University of Arizona (1962 and 1966, respectively), and a Ph.D. from Cornell University in 1975. His field of research was experimental plasma physics.

Dr. Johnson has received numerous awards from DOE including a Presidential Meritorious Rank Award. An avid runner, Dr. Johnson completed the Marine Corps Marathon in 2000. Dr. Johnson was born in Jamestown, New York, and was raised in Arizona. He and his wife Kathryn live in Maryland and have two adult children.

Longenecker & Associates, Inc. Senior Managers Present Remarks At Waste Management 2005 In Tucson, Arizona

 On February 28 and March 1, 2005, Steve Mournighan and John Longenecker of Longenecker and Associates, Inc. (L&A) addressed the Waste Management 2005 symposium in Tucson, AZ.  This forum is attended by several thousand participants from government, industry and academic institutions throughout the world.

 On Monday, February 28, 2005, John Longenecker addressed issues surrounding the recent spate of protests that have been filed for DOE’s environmental management procurements.  Longenecker’s remarks addressed the causes for the protests, the impacts on DOE and contractors and what can be done to avoid future protests.

 On Wednesday March 1, 2005, Steve Mournighan addressed issues relating to small business and related contracting issues with DOE.  DOE has been supporting the administration initiative to increase small business prime contracting, and DOE has achieved significant increases over the past two years.

Stephen Mournighan to Join L&A Team

Longenecker & Associates, Inc., an international management consulting firm announced today that Stephen Mournighan has joined the team as a Senior Associate effective February 7, 2005.

Mr. Mournighan has more than 30 years management experience with unique strengths in strategic planning, contract management, independent assessment, major acquisitions, business process enhancements, and organizational development.

Mr. Mournighan recently completed a very prestigious career with the Department of Energy where he served as Deputy Director of the Office of Procurement & Assistance Management. In this position he coordinated the execution of DOE’s small business programs, resulting in increased funding to small businesses of $300 million per annum, managed internal business controls of procurement and financial assistance functions throughout the Department, managed day-to-day operations of a 100 person organization, and interacted on a daily basis with senior DOE program management concerning business management issues.
